Declaration of Security ?
It is an
agreement between port facility and ship or between a ship & another ship.
It confirms the security responsibility of each party during a ship port
interface or ship to ship interface. DOS is a written agreement between port
and ship.
Circumstances
in which DOS is required can be clearly explained in the ship security plan.
DOS is required
in the following circumstances: -
- When a ship is operating at a higher level than the port facility.
- When there is a security threat or incident.
- There has been a change to the security levels.
- A Specific ship/port interface could endanger local facilities or resident.
- A specific ship/port interface involve embarking and disembarking passenger or handling of dangerous cargo.
- A ship-to-ship activity could involve in the risk of marine pollution.
- A ship is undertaking a ship-to-ship activity while operating at a higher security level than the other ship,
- A ship is undertaking a ship-to-ship activity with a non SOLAS vessel.
- A ship is not compliant with the maritime security measures.
- Government shall determine when a DOS is required by assuring the risk between ship/port and ship to ship.
